She said: "My son was told that the school he has been going to his whole life is not his nearest school, but the new school didn't even exist when my son started school.

"We were told we'd have to start paying for transport which would be £900 a year from Essex County Council if we want a seat reserved, and £400 direct from the bus company with no seat reserved.

"You can't move a child in the middle of his GCSEs.

"I just thought, 'This is disgusting', so I phoned the education department of ECC and they just said that unfortunately these were the rules.

"I contacted the other school to make sure they could cater for his needs, and it was then that they said 'you are aware we don't have a Year 10?'

"At this point you're just thinking 'nobody has thought this through'."

The mother, who was given seven days to appeal, wrote to ECC to notify them that the school they wished her son to attend would not have a Year 10 until 2018, at which point he would be entering Year 11.

In an email response, her son's SEN caseworker then said: "The SEN transport team have now confirmed that the Helena Romanes School is the closest provision serving your home address.

"[Your son] will continue to have entitlement to school transport."

According to the original letter — which the boy's mother said she nearly missed, as it was tucked into the middle of a 15-page-long report detailing her son's progress since 2003 — the decision was taken in the interests of maximising the efficiency of the council's resources.

It read: "As you may be aware, in accordance with legislation, Essex County Council provides home to school transport assistance to children with an Education, Care and Health Plan (ECHP) who attend the nearest school to their home address that meets their needs".

It continued: "Under the provisions of the Children and Families Act, the local authority must name your preferred school subject to certain conditions, one of which is the efficient use of the authority's resources .

"In this case it would not be an efficient use of the local authority's resources if it were to fund home to school transport to The Helena Romanes School and Sixth Form Centre."

However, the boy's mother has questioned the logic behind the decision, arguing that she had been told by Ongar Academy that they would have had to have hired new specialist staff and a transport vehicle in order to accommodate her son.

She explained: "There are children in the next street over from us that are the 0.1 miles closer, so the bus would still have been coming for them.

"Ongar Academy does have a free minibus but they told me it was full so they would have had to pay for a new bus for him.

"My son was more targeted because he is classed as having special educational needs — what if other people have been affected?

"If a child has special educational needs they will have taken years to settle in, now they might be told 'No you have to go somewhere else'.

"It is absolutely ridiculous. You couldn't write it."

The town hired artists Glenn Eure, Hanna Jubran, and Jodi Hollnagel Jubran to lay out the unique design for the monument. But strangely, they placed this particular memorial away from the road in a spot where it's basically hidden in the woods and largely obscured from sight.
Those who do stumble upon the monument are greeted by 14 stainless steel columns shaped like wings with heights ranging from 10 to 20 feet. Each one shines and shimmers in the sunlight. Wrexham to obtain ₤ 10m increase for transportation infrastructure

More than £10 million of Welsh Government funding is to be invested in modernising transport infrastructure and services in Wrexham.

Cabinet secretary for economy and transport Ken Skates has announced the funding to establish a multi-model integrated transport system working alongside Wrexham Council.

The cabinet secretary shared the news following a visit to Wrexham General Railway Station where proposals for a transport hub are currently being developed.

The plans at Wrexham General include better bus and active travel access as well as park and ride opportunities.

There will also be improved connectivity between Wrexham General and the main bus station.

A review of the bus network to improve connectivity to key locations within and beyond the town centre will also take place and Welsh Government funding will be allocated to improving passenger experience at Wrexham Bus Station.

The Cabinet Secretary also announced a commitment to progressing with the development of solutions to improve Junctions 3 to 6 on the A483 to address congestion issues in the area.

Developments are continuing in Deeside too on plans to integrate the high and low lines at Shotton stations and develop a new Deeside Parkway.

In partnership with Flintshire Council, measures to improve bus and active travel connectivity are being advanced to actual delivery.

The developments are part of ‘Moving North Wales Forward – Our Vision for North Wales and the North East Wales Metro’ which details the Welsh Government’s commitment to improving the transport network across the region.

A further development is the commitment to establish a Transport for Wales business unit in North Wales to support the delivery of these projects.

Funding has also been secured from the UK Government to develop a business case to look at improving journey time and capacity along the North Wales main railway line and the Wrexham-Bidston route.

”It will not only deliver growth in our economy, but also achieve social, environmental, health and cultural benefits.

“Of course, better connectivity is a matter which goes beyond our boundaries as each day thousands of people cross either side of the border for work.

“As a result, I set up the Transport Steering Group which has brought key partners together from North Wales, Merseyside and Cheshire, and has already proved vital in ensuring our vision becomes a reality.

“I am also proposing to strengthen our presence in the region by establishing a Transport for Wales business unit to support with delivering our planned transport investments.

“The North East Wales metro is a significant part of our plans which will make it easier for people to travel using public transport and break the barriers which currently faces them doing so.

“Early next year I will be focusing on our investments in North West Wales.

“Over the coming years, the Welsh Government is investing hundreds of millions of pounds in transport infrastructure in North Wales which is a clear demonstration of our commitment to the area.”

Last weekend the Metro failed once again. The whole system ceased to operate after an electrical fault at a sub-station left the transport system’s trains stranded at their depot on Sunday morning.

The whole network was left without power for 13 hours, after which a reduced service was put in place. A far cry from the Nexus signage claims that ‘We are making life a little easier ...’.

Not only were local people affected severely, but visitors from far afield attending sporting events had to pay for taxis to get to the relevant venue, increasing their costs substantially as replacement bus services were not made available.

For those who had to use their cars they had the extra expense of having to pay to park to complete their journeys.

To make matters worse, local bus companies were not accepting Metro tickets and there was no capacity to cope with the increased demand by operating additional buses. What a shambles!

I have been campaigning since being elected to Parliament for a transport system that is fit for purpose for both residents and visitors to our region. Taxpayers fund the system and should be able to rely on it.

Meetings have been held in the past with Nexus and ministers have been lobbied, promises have been made to make improvements and invest in the system, but these promises now ring hollow.

I was delighted when it was announced in January that more trains would be running in a bid to improve the service for passengers at peak times, and when a few months later my calls for DB Regio’s (the company who held responsibility for the contract with Nexus for operation of services) contract was not renewed and responsibility was placed back under Nexus’ control. Yet here we are again!

People’s employment has suffered through not being able to get to work on time, or they have been late for job interviews; patients have been late or missed appointments for health treatment and students have missed their classes.

In July this year, local MPs, including myself, wrote to the Secretary of State for Transport calling for action and investment.

Many of the problems faced by our Metro are down to the fact that the Metro cars’ expiration date has long passed, yet despite acknowledging this years ago the Government refuse to invest, spending six times more per head on transport in London than in the North East.

Unsurprisingly the Secretary of State has remained silent and we are still awaiting a response on our call for action.

I want to assure constituents that I never have stopped campaigning both in Parliament and locally for a better Metro because I and my constituents are fed up of this recurring nightmare.
